If there is a major economic incentive encouraging people to do negative things (drive, accept plastic bags, buy food sweetened with high fructose corn syrup), is it easier to fight that behavior directly, or to change the incentive?

That’s a good idea, having the NYPD deploy its resources in a way likely to prevent traffic deaths. The only problem is that the NYPD displays zero interest in allocating resources to prevent traffic deaths. Traffic cops are there to move cars. The NYPD in general is there to facilitate the warehousing of poor people.

Our house guest wonders, as so many visitors to New York do, why we have garbage disgustingly piled out in the open. It occurs to me as I am making excuses for my city that all who use the sidewalk give up space—so that some who park do not have to.
